It all depends on how you look at it. If you use crime statistics, that will give you a different picture than poverty statistics. And unemployment statistics yet another view. From my experience the South Bronx is bad, and I've heard Calcutta in India is also a slum. Yet there is no definite logical answer, it's all open to opinions.
